Yes I can confirm that the above CRforVS_13_0_9.exe is the one downloaded and installed.
Here are the Fiddler entries for the resources that have not been found (showing up in red in Fiddler)

The CR does indeed not show on the web page. The code appears to run through without any exceptions.
I don't know if it helps, but I can also confirm that the above resources exist in the
C:\inetpub\wwwroot\aspnet_client\system_web\4_0_30319\crystalreportviewers13 folder.
