Anyway, I think what you are trying to do could be achieved by developing a workflow. When the users execute the workitem, they can be presented with an ALV table (perhaps embedded in a webdynpro), and there you can implement any functionality you like.
You can use 'Extended Notifications' to send emails to the users; this email can be used to navigate directly to the workitem.
