Hi,
BS22 is system states control transaction, and BS02 is user states control transaction, if you need client level you can do with BS22, If you need Order type wise, we can call plant level.
In transaction BS22 with business transaction I0045 you can control or in BS02 with status profile, In TECO states for order what transactions you need allowed or not allowed you can do.
