Finally we have solved the issue.We have followed all the suggested notes but unfortunately nothing has helped. We have reviewed the WEBSEAL policy and there is no authentication ploicy added to the BI system. only related to ECC system and ABAP based BI has added.
As per the logon popup error and the URL we found that it his hitting to BI java.
When we added the No authentication ploicy for the junction BI java the popup has stopped coming. You can set this policy based on internal(developers or super users) and external users(end users) of the organisation.
