Screen lock timeout settings per user or Global?

We have a few users at a customer who are coming in through an RDS server and get locked out in 9.0 PL05 after some time.  The truly strange thing about this is that are unable to log back in, receiving an error message "a new session has been started, to log in lock the other session."  These users haven't started new sessions, so the issue is very puzzling.  We currently have a ticket in with SAP support on the subject.

 

One thing we were hoping to do as a work-around was to change the screen locking time under admin > system initialization > general settings > services.  It doesn't appear to update for all users though, but rather seems to only change on a per user basis.  Is there a way to update this screen lock timeout setting globally?
