Can you see your logic, Select stament with WHERE clause on ACCT_TYPE = K. So before dtp selections, start routine may executed and filtered data. in that it may loads data to target as per dtp filter.
So your target may loaded first record data only(0vendor - 0060003717, Acct_type = K).
