My take on this is that there is no problem using the Viewer. However, you're best off asking sales as they are the licensing experts. PH: 866-681-3435 or 1-800-677-7271

Now, you may find that the viewer is not quite what you want though as it is limited:
You can not change the database. You can not refresh the report with new data. E.g.; the viewer is for viewing existing reports that have "Saved Data" with them. If you need to change dbs, refresh data, etc., you will have to consider other solutions. Let me know and I can help more there.
