Check if version of Dashboards and server is same.
It seems to be a installation issue or a key issue beacuse query browser needs departmental edition key.You can try to follow below steps to install dashoards.
Uninstall the Dashboards.
Then take the backup of the registry.
In the registry go to
hkeylocalmachine--->Software------>Wow6432node------>SAP
BusinessObjects------>SuiteXI 4.0------>Xcelsius .Delete this Xcelsius
folder
Turn off the anti-virus and the firewall.
Change the user account control settings to never notify in
case when you are using Windows 7.
Run the setup by running it as administrator.
use the key for the departmental edition.
